Not sure how auto commit can play a role of the problem here.  Is ubi configured properly as a data source in WAS?  Did we see a problem of testing the connection from WAS?

Possible to enable debug on com.pega.pegarules.integration.engine.internal.services.email.EmailListener and send the PegaRULES log to see if we narrow down where the slowness is?

Email sending process takes too long

It will be hard to recommend enabling BatchSend without knowing the root cause of slowness.  If connecting to the smtp server is slow, then enabling BatchSend will help as you need to connect once...

Possible to attach the tracer log?  Are you sending large email or with large attachment?

Connect-FTP issue- Permission Denied

Does the local path in the rule form has a single quote (&#39;) before and after the file path?  If so, can you try removing them to see if it makes any difference?
