Preventing any flow action from loading by default

Hi everyone,

We are working on an old Pega 5.5 application which we are upgrading to Pega 7.2 (eventually 7.3 soon). Our customer doesn't want to load any flow action by default. They want a user to select an action from drop down and then load the flow action. We have tried setting newAssignPage.pyDefaultActionIndex property to 0 or so but Pega still loads a flow action by default. Is there a way we can prevent loading any flow action until user chooses an action?

Is this the requirement for all the screens across the application or a specific screen in the flow?

Yes this is a requirement across all flow actions.

Could you explain your business requirement in details?

You can probably open the case in review mode and that way, users will be able to choose which action to perform.

The requirement is that business doesn't want to load any UI by default as it might confuse users. They want to load a flow action until somebody specifically chooses it. The UI is opening in Review harness. However when flow link is clicked (it uses old 5.5 style Flows section) it opens the flow in Perform harness with drop down for flow actions and loads default FA. The section rule FlowActionHTML_Simple does it by default.
