There is no such wizard to create 1k properties at once by importing properties from excel.

However, you can create properties at once by following below instructions

1. Expand the class type rule

2. Go to Data model -> Property

3. Right click on property type and select create properties option.

4. In Data Model tab, you can add fields

Write a utility , you can use a csv or an excel file with the details about the property you want to create .

A property is a rule in pega which is of type Rule-Obj-Property . You can write a utility , define a tempPage  in pages and classes of class Rule-Obj-Property  and in the next step  set the other important properties like property identifier, description , ruleset  etc. and then do an Obj-Save.

As nikhilK suggested if you want to go write utility then you can also visit the following article for some base idea.
