If the rules are in differen rulesets, then a look on the "Requires" Field of your rulesets can solve the problem. If the 01-04-01 is configured there, then the newer version will be ignored.

As Jon Mentioned its a act of clean up and clarity. if you skim the rules, When you do a major release to Production sytem, you will move a limited number of rules. so the whole Application package will be light weighted. by karthick

There is a limit of days that db keep deleted rules. As I remember it's 90 days. Please correct me, if wrong. Thank you, Chatura

It be even more cleaner if a Withdraw rule doesn't show up on the App Explorer tree and any Rule smartprompts when doing a Property-Set in an activity. Some of our developers are confused by this.

It's also possible in 5.4 and 5.5 to specify a pzInsKey in a Rule-Admin-Product (at the bottom of the form) if you don't want to use prdbutil.
