This has been resolved.  We were able to connect and successfully extract by upgrading our JDBC drivers.  However, SQL 2016 is not supported by Pega unless we upgrade to 7.3, which is not possible for us at this time.

FYI: If you're trying to set prconfig setting using DSS, you need to prefix "prconfig/" (as you have) as well as suffix "/default".  I'm not sure this would work for these settings, so the safe bet is to modify your...
