There is a gadet avalable out of the box that can be added to the user portal. Also..you can create a custom rule that can be executed from the portal to run a batch process that picks up values from a CSV file and creates an operator.

You don't have to depend on model user defined on Unit. Simply create a decision table, that will evaluate all related attributes and return a model operator id that you could use.
Have a look at activity LDAPVerifyCredentials in class Code-Security. By default this implementation looks for the operator in PRPC, if not found it creates one using the Model operator specified in the Organization Unit.
