yes Kevin, this is what we are doing today. After every restart someone need to monitor and update through admins studio, else agents will run in all the nodes. But it is not preferred option when application has more than 100+ agents

You can trace the ServiceLevelEvents agent to see what it is doing so you can determine if it is processing those items correctly. In 7.1.8, you can use SMA to trace the agent. https://community.pega.com/video-library/support-guide-how-trace-agent
