I was able to download reports successfully after removing <security-constraint> element for Diagnostic Data in the prweb web.xml file.

As of Pega Platform 8.1 this feature is available OOTB for browser and mobile apps. There are community articles describing how this feature can be used with different Idenity Providers, such as  Okta,  Auth0  or  miniOrange.

Upon reviewing the associated Support Request, the resolution was that it was suggested to remove the mapping of pySAMLWebSSOTimeoutActivity and pySAMLWebSSOAuthenticationActivity from the SAML Authentication Service.
