Hi, For Deleting activity you can delete it from pr4_rule by giving the rule name and rule set version and again try to reimport...Hope it works
Use Obj-Open/Obj-Open by handle and then do obj-save with write now/commit after setting the.pyRuleAvailable to No/Withdrawn. it will work.

Usually I withdraw the rules but as you said application explorer is cluttered. So is there any way of hiding withdrawn / blocked rules in application explorer. Would be really great if Pega provides this setting to be available in <preferences>?
For the time being,change the availability of base rule to "No" and check whether the circumstance version is fired.Once this is done you will be able to figure out where the issue is..
1)using paremetes for reuse 2)updating the history tab 3)using the best naming conventions 4)thouroughly documenting the rules These all comes under reusability improving ways
