"NOT REGISTERED" message for android push notification

I have created project and from project setting i can able to find

Legacy server key

Sender ID

I have mapped it to app building but test notification is not working. please guide how to configure and resolve it

with new API key, i can able to achieve push notification

Before you can push a notification to a user, they must first login to the app via the mobile client so that their device is registered with the system.

I did all, i have logged in to app. Another this is not pega express mobile client. We have produce our own app from mobile channel landing page. Build of mobile app is successful but push is failing with above message. 

We haven't placed app to google store yet.

Even we are facing the same issue with our custom pega mobile application.
