More Comprehensive Restart MSP Functionality

I have 7.3.0 with Marketing module.

Our team would like to take full functionality of Pega Cloud as a Service.

Our Restart only functions for WebNodes.

We just needed a complete restart. It doesn't make sense to be contacting an extremely busy Pega Engineer to perform such a simple process. If something fails then, 'Yes.'
