Error: HTTP/1.1 500 while importing Product file

For locked ruleset I am able to export but while importing the zip file I am getting HTTTP 500 error. How is it possible? Any ideas on resolving this issue would be helpful.

Please try once changing SystemManagement Service Package access group to Application administrator access group from PRPC:Administrators.
