Chart params not opening in IE browser

Have a section in the application which uses old chart control. Since the requirement needs 3D chats , how should the configuration be addressed. IE 11 also not supporting. Windows 10 machine has IE 10 bult in, so can't down grade. Please help.

Use the following local change to load charts in IE:

1 ) In custom portal, enable the meta tags to render it in IE-11
<meta http-equiv="X-UA-Compatible" content="IE=11">

2) IE> Tools > Compatibility view Setting > Display intranet sites in compatibility view and enable checkbox

This is how the pyMetaTags is configured. Followed the compatibility setting as metioned. The issue the persists. I tried various combinations. Not working anyway.
