I can recollect two cases for this.

1. Sometimes few rules which get deployed are not picked up during rule resolution. So a revalidate of the rules make it available for rule resolution.
2. For Data instances if there is a change in the validate rule or a declare index has been written then to trigger these rules a save is required, in this case this feature is extremely useful.

http://localhost:9090/prhelp/tools/referencing/aboutreferencingrules.htm
in the PRPC v6.1 provides the complete details abot rule referencing.

From the content , i could find the below which could help you.

If your Process Commander system is upgraded from a release before V5.3, you can run an optional function to improve this display for rules in your application RuleSets:

Select> System > Tools > Validate > Revalidate for References.
