does PEGA PRPC has a JAVA API to use in an external Java application, which is able to conenct to PEGA and get data from it, like tasks for a given user, reassign a task, or even more, kick of a new process, etc. ?

Pega has API for internal use and not externalizing it. You have almost 16 different types of services that you can utilize to fullfill your requirements.

Could you please share links, or names that I can use for searching pdn and other documentation for there 16 different services?

Process API looks promising, but I don't know where can I find the JAR and how could I connect to the Excercise System. Could someone help me regarding this?

One way of calling these Apis using SOAP or Some service rules will be possible. Instead of Accessing it directly from External system. We can expose a service, and we can call from outside.

Most of the service rule can be used for your requirement of calling a new process or reassign but it is done through service rule activity based on the parameters to the methods for these service rules.

Create service rule and provide the service activity under this activity call the process you want to invoke, can call Reassign activity.
