Email Locking issue for Pega DWA External Assignment implementation

Use Case- 
If a mail is sent to multiple external users. If first person opens the Email link and in the meantime 2nd person also tries to open the Email link.
Then the second person will get an error saying "The work object 'Ticket No' could not be locked. Cannot obtain a lock on instance ' Ticket No', as requester already has the lock "

Now first person performed action on the ticket.

2nd person, if he tries to open the link for any further new ticket. He will get an error "This Request for Information cannot be processed (another Request is currently being processed)".
And now onward, for each new tickets, the same error message will appear while opening the Email link. The issue persists in the lotus notes permanently.

Temporary Solution- If I delete the all 'temp' files and delete the browser cookies then new requests can be processed further

Need your advice to resolve this. Many thanks in advance.
